On 20 August the Harare based Herald newspaper carried the following report.
IPCM blasts Botswana over US military base
THE Institute of Peace and Conflict Management has blasted the Botswana government for agreeing to host a full United States military base on its soil, urging regional and international bodies to condemn the move in the strongest possible terms.
The article appeared in response to Botswana's boycott of the SADC summit held in South Africa the previous week and is, of course, denied by the Botswana government.
But who, what and where is this institute? No sign on Google. No sign of anything vaguely similar. According to a report in the Gaborone-based MMegi it belongs to ZANU-PF.
Does it actually exist, or is it merely the hallucination of a drowning propagandist?
